Well, it’s definitely not mineral water.

Micellar water is a special water with surfactants. These surfactants join to form micelles, that help pull dirt and oil from the skin. Micelle has a spherical shape and, in layman's terms, looks like a dandelion’s seed head. Some impurities are wrapped in micelles, most of which you remove from the skin with cotton pads. But because some micelles remain on the skin, it is necessary to cleanse the skin with a toner. If you do not cleanse the skin after using micellar water, micelles will remain on the skin, which can significantly harm the skin.
